Start with a hold, not an empty-unit instruction
If a tenant leaves belongings, do not assume absence, returned keys or an approaching contractor date authorizes disposal. This checklist helps NYC landlords and managers prepare a clear handoff after obtaining case-specific legal direction. NYC Moving Pros prepared the operational steps below and checked the linked NYC DOI and New York Courts guidance on October 9, 2026. It is planning guidance, not legal advice or an authorization to enter, move, sell or discard property.
Identify which situation needs a decision
Returned keys with items remaining: ask counsel to confirm the surrender and item-specific instructions. Tenant absent with possession unclear: pause entry and removal planning pending advice. Marshal involved: ask whether the action was an eviction or legal possession and obtain the applicable property-handling instructions. NYC DOI distinguishes the two: in an eviction, belongings are moved under marshal supervision to storage; with legal possession, belongings remain in the landlord's care until the tenant arranges transport. Neither label means the belongings become the landlord's property.
Create an item ledger with an unresolved category
When access is authorized, use one row per item or clearly identified group: item ID, room, description, condition, photo reference, proposed destination, approval reference and status. Use three working statuses: hold, approved for specified handling, and completed. A sofa may be approved for removal while a sealed cabinet remains on hold. Do not open private documents just to make an inventory, and do not include identifying tenant records in a public quote request. Your records support a handoff; they do not establish ownership or prevent a claim.
Build the unit's turnover work orderAsk for decisions before asking for a truck
Send counsel the circumstances and ask what authority, notice, retrieval arrangements or storage steps apply to this case. Record who approved each action and any conditions that remain open. Ask the marshal about its required process where involved; New York Courts describes specific mover and warehouse requirements for a marshal-supervised eviction. An ordinary cleanout introduction is not a substitute for that process. This checklist supplies no universal waiting period or permission to classify belongings as trash.
Keep building access on a separate checklist
Ask management for service hours, elevator reservation and dimensions, COI instructions, protective coverings, loading access, staffing requirements and the on-site contact. Record what is confirmed and what is still pending. Permission to handle an item does not reserve a freight elevator; an elevator reservation does not authorize disposal. If the requested window closes before approvals are complete, revise the work date with the partner rather than asking a crew to improvise.
Prepare a building access briefHand off only the approved scope
Give the vendor an approved item list, hold list, access instructions and named change approver. Confirm destinations, dismantling, sweeping, photos, receipts and exclusions in writing. Donation requires recipient acceptance; storage needs agreed terms. If new belongings or conflicting instructions appear, pause the affected work and record the exception. Share the removal inventory and access constraints in a scope request; keep legal files and tenant details in your own secure records.
Review the apartment turnover cleanout scopeClose the list before handing off to trades
Reconcile approved item IDs against completed work, record the destination where relevant, and list everything still on hold. Check the agreed finish with the on-site contact before releasing the unit to the painter or repair team. A removal sign-off does not certify habitability, repairs or legal compliance. Keep dated records and outstanding decisions in your property system. For recurring vacancies, reuse the approval fields rather than assuming the previous unit's instructions apply.
Plan a repeatable property-management handoffReady to request physical work?
Once the authorized scope is clear, describe the approved items, floor, carrying route, desired date and building constraints. NYC Moving Pros introduces one independent partner for review. Confirm the estimate, credentials, scope and availability with that partner before booking. A submitted request does not resolve property rights or guarantee a service date.
